FUNDING OPPORTUNITY: Public Health Infrastructure Grant (PHIG) Workforce and Indirectly Funded Sub-Evaluations Request for Proposals (RFP)

National Network of Public Health Institutes (NNPHI), on behalf of the PHIG National Evaluation Team (NET)*, seeks to fund up to two innovative and collaborative contractors to conduct sub-evaluations in key areas of interest within the Public Health Infrastructure Grant (PHIG).
These and future sub-evaluations seek to answer questions generated by individuals and organizations that will actively use and apply PHIG evaluation findings, including PHIG Recipients, National Partners (NNPHI, PHAB and ASTHO), CDC staff, and other organizations impacted by PHIG. Information generated through the sub-evaluations will rapidly advance a robust knowledge base regarding promising and effective strategies to strengthen the U.S. public health infrastructure.
*The National Evaluation Team consists of the Public Health Accreditation Board (PHAB) and NNPHI.
Evaluation topics of interest included in this RFP are as follows:
- Assessing the Effectiveness of PHIG Workforce Strategies: Recruitment, Hiring, Retention Efforts, Workforce Development Processes, and Staff Training (“Workforce”)
- Assessing the Impact of PHIG on Indirectly and Unfunded Health Departments (“Indirectly Funded”)
Deadlines:
- Notice of Intent Due: Tuesday, October 8, 2024 by 10pm ET
- Proposal Due: Wednesday, October 30, 2024 by 10pm ET
Funding Amounts:
- Workforce Evaluation: Up to $550,000 awarded via phased* contracting approach.
- Indirectly Funded Evaluation: Up to $350,000 awarded via phased* contracting approach.

Estimated Project Period:
December 2, 2024 – May 31, 2026
Eligibility:
This opportunity is available to organizations with demonstrated experience and expertise in conducting multi-site evaluation of public health initiatives; experience using the CDC Framework for Evaluation, Utilization-Focused Evaluation, and Participatory Evaluation; and subject-matter expertise in the topic area for the selected sub-evaluation.
