FUNDING ANNOUNCEMENT: Public Health Infrastructure Grant (PHIG) TTA Outcomes and Strategic Partnerships Sub-Evaluations Request for Proposals (RFP)

Purpose
National Network of Public Health Institutes (NNPHI), on behalf of the Public Health Infrastructure Grant (PHIG) National Evaluation Team (NET)*, seeks to fund up to two innovative and collaborative contractors to conduct sub-evaluations in key areas of interest within PHIG.
These and future sub-evaluations seek to answer questions generated by individuals and organizations that will actively use and apply PHIG evaluation findings, including PHIG Recipients, PHIG National Partners (NNPHI, PHAB and ASTHO), Centers for Disease Control and Prevention (CDC) staff, and other organizations impacted by PHIG. Information generated through the sub-evaluations will rapidly advance a robust knowledge base regarding promising and effective strategies to strengthen the U.S. public health infrastructure.
*The National Evaluation Team consists of the Public Health Accreditation Board (PHAB) and NNPHI.
Evaluation topics of interest included in this RFP are as follows:
- Evaluating the Effectiveness of PHIG Training and Technical Assistance (“TTA Outcomes”)
- Evaluating Efforts to Advance Public Health Infrastructure through Strategic Partnerships that Mobilize Community-Driven Solutions (“Strategic Partnerships”)
Deadlines
- Notice of Intent Due: Monday, June 20, 10pm ET
- Proposal Due: Monday, July 14, 10pm ET
Funding Amounts
- TTA Evaluation: Up to $350,000 awarded via phased* contracting approach.
- Strategic Partnerships Evaluation: Up to $350,000 awarded via phased* contracting approach.
Estimated Project Period: August 2025 – February 2026

Eligibility
This opportunity is available to organizations with demonstrated experience and expertise in conducting multi-site evaluation of public health initiatives; experience using the CDC Framework for Evaluation, Utilization-Focused Evaluation, and Participatory Evaluation; and subject-matter expertise in the topic area for the selected sub-evaluation.

NNPHI believes that a wide range of applicants will support the achievement of the project outcomes and welcomes proposals from organizations and teams with varying backgrounds.
