This report, conducted in partnership with ASTHO and with support from the CDC Foundation, documents the roles and capacities that institutes serve to support state and local government through fiscal intermediary roles. The report explores mechanisms (such as bona fide agents, contractors and direct grantees) as well as capacities (administrative and human resources support, technical assistance, program management, among many others) and includes several case studies.
