Kimberly Snow, MHSA, is a senior research associate at the Catherine Cutler Institute, Maine’s public health institute and an NNPHI member, where she conducts program evaluation and research and analysis on Medicare and Medicaid policy, elder abuse, caregiving, and workforce issues impacting older adults. Her work has assisted state and federal partners understand how public resources are used to their best effect in helping older adults live healthy, active, secure, and engaged lives. She participated in the evaluation of the Center for Medicare and Medicaid Services Financial Alignment Initiative, leading qualitative evaluation activities for demonstrations in Massachusetts, New York, and Rhode Island. With a particular interest in elder abuse detection, prevention, and impact, she is a member of the Maine Council for Elder Abuse Prevention and assisted the Maine Elder Justice Coordinating Partnership to produce Maine’s Elder Justice Roadmap. She has also investigated the impact of elder abuse on service use and cost among older adults who are dually eligible for Medicare and Medicaid.
Kimberly is a Co-Director of CAPRA, the Consortium for Aging Policy Research and Analysis, a partnership between the Catherine Cutler Institute, the University of Maine Center on Aging, and the Margaret Chase Smith Policy Center. CAPRA finds existing data and conducts original research to support evidence-based policy solutions to today’s complex aging-related issues. CAPRA provides an informed perspective and trusted, cost-effective analysis to bridge the gap between academic investigation and real-world approaches. We support leaders at the state and national level — in both the public and private spheres — to drive policy and programming forward.
Additionally, Kimberly manages the Center for Learning (CFL), a collaboration between the Maine Department of Health and Human Services’ Office of Behavioral Health (OBH) and the Catherine Cutler Institute, to promote excellence in the mental health workforce. The CFL supports best practices and informs policy around workforce development through administering competency-based certification programs for staff working in the mental health field, on behalf of OBH.
