Louisiana Public Health Institute: Manager/Senior Manager, Health Services Research


LPHI’s Health Services Research Portfolio works in partnership with health systems, academic research institutions, health insurance organizations, and community stakeholders to operate the Research Action for Health Network (REACHnet), one of 13 Clinical Data Research Networks (CDRNs) nationwide in PCORnet. REACHnet is composed of five partner health systems in Louisiana and Texas: Ochsner Health System, University Medical Center New Orleans, Tulane University Medical Center, Baylor Scott & White Health, and Partnership for Achieving Total Health, a network of federally qualified health centers in the Greater New Orleans Area. The REACHnet Coordinating Center at LPHI maintains and operates a centralized data infrastructure for these health systems which includes clinical records for more than 5 million unique patients standardized to a common data model. REACHnet improves the efficiency of and capacity for multi-site research through its innovative health informatics, data collection, and patient recruitment infrastructures. The Health Services Research Portfolio also implements numerous multi-site research initiatives with local and national partners, including interventional trials, observational studies, and community engagement projects.

This position will manage multiple projects in the Health Services Research Portfolio and report to the Portfolio Director. The candidate will be responsible for the successful planning and implementation of research projects in collaboration with multiple local and national partners. This position will develop and implement project plans to coordinate responsibilities and deliverables across the portfolio’s staff and core functions, including research operations, analysts, informatics, and stakeholder engagement. Integral to this role will be managing regulatory and legal requirements for research projects. The position will also support the Health Services Research Portfolio’s Data Services for academic and industry research partners, which involves reviewing and assessing feasibility of data requests, routing data requests through REACHnet’s governance process to determine health systems’ participation, developing budgets and issuing proposals, managing regulatory and legal requirements, working with the REACHnet analyst team to execute prep-to-research queries and curate study datasets, monitoring co-investigator engagement and compliance with REACHnet’s Dissemination Policy.


  • Manage multiple projects simultaneously while effectively working with internal staff and external partners
  • Develop project plans, manage timelines, and ensure high quality deliverables
  • Lead project teams and manage one or more junior staff
  • Manage budgeting, contracting, legal, regulatory, and other administrative processes
  • Fulfill regulatory requirements for research projects, including writing study protocols, completing and submitting IRB documentation, and ensuring
  • compliance with protocol
  • Identify and take initiative to create processes or improve operations to optimize efficiency in project execution
  • Provide customer service to external partners seeking REACHnet services for research projects
  • Develop presentations and documents to disseminate REACHnet’s assets and services to the research community, including academia and industry
  • Track projects’ activities and progress and fulfill reporting requirements for project milestones to partners and/or funders
  • Perform other duties as assigned


  • At least 3 years of experience managing health-related research projects; at least 5 years for Senior Manager
  • Master’s degree in social sciences, public health, or other applicable field required; PhD preferred for Senior Manager position
  • Experience developing project plans and managing timelines for cross-functional project teams, successfully implementing projects, and producing timely, high quality deliverables
  • Experience working in partnership with community stakeholders, health systems, and/or academic institutions, and strong partner relations skills
  • Knowledge of research concepts, including epidemiological study designs, sampling and data collection approaches, analytical methods, and stakeholder engagement
  • Experience fulfilling regulatory and legal requirements for research projects, including Institutional Review Board (IRB) requirements and Data Sharing and Use Agreements (DSUAs)
  • Experience with budget management and negotiation preferred

  • Familiarity with single IRB review models and IRB reliance processes
  • Understanding of the broader context of clinical research, with a particular focus on research directly integrated in clinical settings
