Request for Proposal: PHIG Data Modernization, Foundational Capabilities Sub-Evaluations

Request for Proposals for two Public Health Infrastructure Grant sub-evaluations focused on (1) data modernization and (2) foundational capabilities.

Purpose

National Network of Public Health Institutes (NNPHI), on behalf of the PHIG National Evaluation Team (NET)*, seeks to fund up to two innovative and collaborative contractors to conduct sub-evaluations in key areas of interest within the Public Health Infrastructure Grant (PHIG). 

These sub-evaluations seek to answer questions generated by individuals and organizations that will actively use and apply PHIG evaluation findings, including PHIG Recipients, National Partners (NNPHI, PHAB and ASTHO), CDC staff, and other organizations impacted by PHIG. Information generated through the sub-evaluations will rapidly advance a robust knowledge base regarding promising and effective strategies to strengthen the U.S. public health infrastructure. 

*The National Evaluation Team consists of the Public Health Accreditation Board (PHAB) and NNPHI. 

Evaluation topics of interest included in this RFP are as follows: 

  1. Evaluating the Contributions of CDC’s Public Health Infrastructure Grant Strategy A3 (Data Modernization) to Advancing Public Health Data Capacity Among Recipients (“Data Modernization”). 
  2. Exploring the Impact of PHIG on Health Departments’ Foundational Capabilities (“Foundational Capabilities”).

Deadlines

  • Notice of Intent Due (Required): Wednesday, December 3, 2025 by 10pm ET
  • Proposal Due: Monday, December 22, 2025 by 10pm ET

Funding Amounts & Estimated Project Period

  • Data Modernization Evaluation: Up to $550,000 awarded via phased* contracting approach.  
  • Foundational Capabilities Evaluation: Up to $350,000 awarded via phased* contracting approach.

Estimated Project Period: February 2026 – August 2027 

Eligibility

This opportunity is available to organizations with demonstrated experience and expertise in conducting multi-site evaluation of public health initiatives; experience using the CDC Framework for Evaluation, Utilization-Focused Evaluation, and Participatory Evaluation; and subject-matter expertise in the topic area for the selected sub-evaluation. NNPHI believes that a wide range of applicants will support the achievement of the project outcomes and welcomes proposals from organizations and teams with varying backgrounds. While the term “organizations” is used throughout this RFP, any team of individuals who meets the eligibility criteria may apply, including nonprofits, businesses, universities, LLCs, etc. If a team is unsure about eligibility requirements, please reach out to PHIGE2A@nnphi.org or attend our office hours for additional information or support. 

All applicants are required to complete the Notice of Intent by December 3, 2025, 10pm ET to confirm their eligibility. Applicants will be notified of their eligibility to apply on a rolling basis by no later than December 5, 2025.

An invitation to apply with instructions will be sent to those deemed eligible after review of their Notice of Intent. All applications are due by Monday, December 22, 2025 at 10pm ET. No late submissions will be accepted.

Funding for this RFP is not guaranteed; it is anticipatory and contingent upon receipt of expected year four continuation and appropriation of grant funds from the Centers for Disease Control and Prevention (CDC), National Center for STLT Public Health Infrastructure and Workforce, OE22-2203: Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant. Funding availability and timeline are subject to change and subject to the appropriation of this funding by the CDC. Any sub-agreements to organizations or individuals selected from this RFP will not be drafted and reviewed by NNPHI’s Grants and Contracts team until receipt of respective funds from the CDC for the fourth year of this initiative.
