Director of Grants and Contracts
The Public Health Institute (PHI) is a large non-profit public health organization conducting a broad range of public health research, training, and technical assistance programs in California, throughout the nation, and around the world. PHI is seeking a full time Director of Grants and Contracts (G&C Director). This position is located in Oakland, CA.
The G&C Director is a key member of the management team at PHI and reports directly to the Chief Operating Officer/Senior Vice President. The G&C Director manages all aspects of post-award administration for the PHI. The G&C Department consists of a 3 Supervisors, 9 Specialists and 3 support personnel in Oakland and Sacramento.
The G&C Director is responsible for developing and implementing overall policies and day to day operating procedures that ensure PHI’s compliance with sponsor’s regulations and requirements. The Director’s position requires an in-depth understanding of OMB Circulars A-122, A-133, and A-110; as well as demonstrated experience in applying these principles in an academic or non-profit environment.
Duties & Responsibilities:
- Coordinates efforts among the functions of Pre-Award, Post-Award, Controller’s Office and Human Resources to address various issues in the day-to-day administration of PHI’s various grants and contracts
- Interprets and supervises the application of both sponsors’ and PHI’s policies and procedures
- Maintains close liaison with PHI’s Principal Investigators/ Project Directors (PI/PD) to facilitate communication, training, and the resolution of potential issues
- Ensures compliance with Federal, State, Foundation and other funding requirements
- Directs the continuous training of staff
- Applies Enterprise Resource Program (ERP) to the sponsored program environment
Qualifications:
- A Bachelor’s degree in a related field
- At least 5 years of management experience to include administering Federal & State grants and contracts, including knowledge of applicable OMB and FAR provisions
- In-depth knowledge of ERP’s to support the sponsored program environment (Lawson is highly preferred).
- Strong leadership/supervisory skills
- An understanding of management tools and personnel procedures
- Some experience in managing a remote location is highly preferred
- The ability to occasionally travel from Oakland to Sacramento when needed
- Excellent oral and written communication skills
- Strong analytical skills and problem-solving ability
- A strong understanding of accounting principles, cost allowances and budgeting
- Good organizational skills
- Strong computer skills using Microsoft Word, Excel, Access (Lawson skills are highly preferred)
- The ability to work under pressure and meet deadlines
- The ability to exhibit sound judgment
- Strong interpersonal skills and can interact well with peers, other individuals and associates
Compensation:
This is an exempt position and the salary is commensurate with experience.
